Tax return rejected for Form 8962 or Form 1095-A: what F8962-070 means and how to fix it
Why the return was rejected
When someone buys health insurance through a Marketplace and gets help paying the premium, the help is an advance of the premium tax credit, paid to the insurer each month. The law requires the credit to be reconciled on the tax return: the advance is compared with the credit the household actually qualifies for on its final income. Form 8962 is that reconciliation, and Form 1095-A is the statement the Marketplace sends with the numbers needed to complete it. The IRS receives a copy of every 1095-A. When an e-filed return arrives without Form 8962 for a taxpayer the IRS expects one from, the return is rejected under business rule F8962-070 before it is processed.
Fix it in four steps
- Find every 1095-A. Ask every person on the return, including dependents, whether they had Marketplace coverage for any month. Sign in to HealthCare.gov or the state Marketplace and download the form; it is also in the taxpayer's IRS online account.
- Complete Form 8962 from the 1095-A. Monthly premiums, the second-lowest-cost silver plan premium, and the advance credit paid, column by column. Household income and family size drive the allowed credit.
- Attach it and refile. Most software adds the form when you enter the 1095-A. In Free File Fillable Forms the IRS instructs: add and complete Form 8962, or add an ACA Explanation, then resubmit.
- If no Form 8962 is really due, refile with a PDF attachment titled "ACA Explanation" that explains why, such as a corrected or voided Form 1095-A from the Marketplace.
The cases that catch people
- A dependent on someone else's policy. If another taxpayer enrolled your dependent and received advance credit, you must still reconcile unless that taxpayer agrees to, using Part IV of Form 8962 to allocate the policy.
- Partial-year coverage. One month of Marketplace coverage with advance credit still requires Form 8962.
- A child who turned 26, a divorce, a marriage. The policy holder and the tax household stop matching, and the 1095-A goes to the wrong person. Part IV allocations fix it.
- Income that rose. A larger income than the Marketplace estimated means part of the advance credit is repaid on Form 8962, subject to the repayment caps for households under 400 percent of the poverty line.
- A wrong or voided 1095-A. Ask the Marketplace for a corrected form; do not file from the wrong one.
For preparers: stop it before it is filed
A tax firm owner we spoke with named this as the most common reject in his practice, and it is the one that costs the most: the client thinks the return is filed, the refund is delayed, and the fix needs a document nobody asked for. Three habits remove it. Put the Marketplace question in the organizer for every client, not just those who mention health insurance. Treat a 1095-A on file as a hard requirement for Form 8962 before the return can be released. And when a client says nobody had Marketplace coverage but the return still rejects, check the dependents' coverage before refiling.

Frequently asked questions
What does reject code F8962-070 mean?
The IRS's records show that advance payments of the premium tax credit were made for someone on the return, so Form 8962 must be attached to reconcile them, and it was not. The IRS business rule text is 'Form 8962 is missing from your return.'
How do I fix a return rejected for Form 8962?
Get the Form 1095-A from the Marketplace, complete Form 8962 from it, attach it and refile. If you believe no Form 8962 is required, refile with a PDF attachment titled 'ACA Explanation' saying why, for example a corrected or voided 1095-A.
I never had Marketplace insurance. Why was my return rejected?
Someone on your return did, or someone enrolled your dependent with advance credit. Check every family member, and check whether a parent or ex-spouse listed your child on a Marketplace policy. If a 1095-A exists for anyone on the return, Form 8962 is required.
Where do I get a missing Form 1095-A?
The Marketplace sends it by January 31. If you used HealthCare.gov, sign in to your account; if you used a state Marketplace, sign in there. It is also in your IRS individual online account under Records and Status.
Do I have to file Form 8962 if I only had coverage for part of the year?
Yes. The IRS says reconciliation is required even if you or a family member had Marketplace coverage for less than the entire year, or ended coverage at the end of the year.
Can I just paper-file instead?
You can, but the paper return will be processed with the same requirement, the refund will be delayed for months, and you will receive a letter asking for Form 8962. Fixing the e-file is faster.
