Tax return review checklist for preparers: what the second reviewer checks, and why
1. Identity and data quality
Most e-file rejects are here, and they are the cheapest errors to catch.

2. Income ties to the documents
Every W-2 and 1099 the firm holds is also held by the IRS. A return that reports less than the documents gets a CP2000.

4. Math and limits
The arithmetic is done by software. The review confirms the limits were applied to the right year.

5. Payments and the refund

7. State and sign-off
The federal return is half the file.

How to use it
Print it or keep it open, and initial each section on the return's cover sheet. The IRS's volunteer quality review process (Publication 5310) requires the reviewer to address every item on the checklist, not the ones that seem relevant; the discipline is the same in a paid practice. The checks in sections 1 to 5 and 7 are mechanical and should be done by software before a person opens the file. Section 6 is where the reviewer earns the fee.

Does the IRS publish a review checklist for preparers?
Publication 5310 is the VITA/TCE quality review job aid; its checklist (identity verified, filing status correct, dependents correct, every income item verified, adjustments, deductions, credits, Premium Tax Credit considered for everyone on the return, withholding and estimates correct, direct deposit numbers correct) is the closest thing to an official preparer checklist. Publication 4687 covers the due diligence rules for refundable credits.
Who should do the second review?
Someone other than the preparer, certified at or above the complexity of the return. In a firm of one, the review is a separate sitting the next day, against a list, not a re-read.
